HHS Centers for Medicare & Medicaid Services Awards Signature Consulting Group the ACO Pioneer Model Development Contract

The Centers for Medicare and Medicaid Innovation, under the Centers for Medicare and Medicaid Services (CMS), awarded a prime contract to Maryland-based Signature Consulting Group (SCG) to develop, implement and maintain the Pioneer Accountable Care Organization Quality Tool (PAQT) data collection and performance reporting application. The PAQT application and software service is an essential instrument for data collection and performance reporting of clinical quality measures for Accountable Care Organizations (ACOs) participating in the CMS Innovation Center´s ACO Pioneer Model.

The ACO Pioneer Model is designed to support organizations with experience operating as ACOs or in similar arrangements in providing more coordinated care to beneficiaries at a lower cost to Medicare. The Pioneer Model will test the impact of different payment arrangements in helping these organizations provide improved care to patients, while reducing Medicare costs.

As the ACO Pioneer Systems Contractor, SCG will fully design, develop and integrate with CMS´s horizontal Enterprise Shared Services and ACO´s Electronic Health Record, the PAQT System. The PAQT will be implemented and maintained for data collection and analytical reporting of the ACO Pioneer Model for a period of five years covering 32 Pioneer ACOs across 18 states and 33 quality measures.

About Accountable Care Organizations

The goal of an ACO is to deliver seamless, high-quality care for Medicare beneficiaries instead of the fragmented care that often results from a fee-for-service payment system that provides incentives based on the volume of services rather than care outcomes. An ACO is responsible for maintaining a patient-centered focus and developing processes to promote evidence-based medicine, promote patient engagement, internally report on quality and cost and coordinate care.
