SCG Awarded Prime Contract for the Physician Quality Measurement Management by HHS Centers for Medicare & Medicaid Services
The Center for Clinical Standards and Quality, under the Centers for Medicare and Medicaid Services (CMS), awards a prime contract to Maryland-based Signature Consulting Group (SCG) to provide accurate, comprehensive and timely maintenance, management, implementation, and analytics of Physician Quality Reporting System (PQRS) measures across all of CMS’s physician quality programs in the pursuit of improving the quality of the nation’s healthcare system.
SCG’s measure stewardship and management includes reporting and performance for the PQRS Program and other quality reporting programs: Accountable Care Organizations, Meaningful Use, and Value Based Modifier. Additionally, SCG will be responsible for conducting business through partnerships within CMS and across other Federal and state agencies and non-government entities to promote health information technology.
CMS is undertaking a number of quality initiatives, per the Affordable Care Act and CMS quality measurement strategic approach, which is aligned with the three aims of the National Quality Strategy that are pivotal to the improvement of the US healthcare system. CMS has been a national leader in the establishment and promulgation of standardized Clinical Quality Measures (CQMs) to assess provider quality and report the results to providers and the public to promote accountability, quality improvement, and consumer choice.

The development and use of CQMs is a top healthcare priority and the tool of choice for improving quality of care. They are also used to objectively evaluate and promote the quality of care within the Federal quality reporting programs by aligning with the Measures Management Blueprint—a comprehensive and structured process for developing and maintaining evidence-based CQMs (including electronic) based on Electronic Health Records.
